THE FHA SAYS THAT SOLAR SHOULD BE COUNTED TOWARDS THE VALUE OF YOUR HOME. BUT WHAT IF YOU DON'T OWN YOUR SOLAR PANEL SYSTEM?
The first document we looked at is from the FHA, the government body that insures federally-backed mortgages. The FHA was founded during the Great Depression in order to make the dream of home ownership a reality for a greater portion of the American populace. The FHA backs about one out of five single-family home mortgages in the US and, as such, exerts significant influence on home valuation practices.
The most recent edition of the FHA's Single Family Housing Policy Handbook requires that active and passive solar energy systems (including solar photovoltaic panels, solar hot water, and passive solar design) be assessed as 'Special Energy Systems', and their value added to the home. According the FHA's guidelines, appraisers "must analyze and report the local market acceptance of special energy-related building components and equipment".
While the FHA's Handbook does not include dollar figures (see the Lawrence Berkeley Lab's recent report for indicative numbers), it does recommend a number of possible valuation methods for assessors to use. The first valuation method it recommends is the "Sales Comparison Based Extraction Model", which entails examining the actual sales prices of similar homes, with and without solar. This is the FHA's preferred method for calculating value because it is based on real market data; the other methods are presumably included as back-ups for cases where no robust data is yet available.
All of these methods that the FHA describes implicitly assume that you, as the homeowner, are the also owner of the solar panels. The FHA does not explicitly mention cases in which the panels have been financed with a solar lease/PPA, but it is fairly clear that if you do not own your solar panels yourself, they may not be included an assessment of your home's value: "Special Energy Systems not part of the Real Estate must not be included in the appraised value."

If a potential buyer wants to secure a mortgage for your home with Fannie Mae, your home must meet the eligibility requirements described in their Selling Guide.
With regard to solar, the important point to take away from Fannie Mae's Guide is this: If you own the solar panels on the roof of your home, you only need to meet the standard eligibility requirements in order for Fannie Mae to purchase or securitize a mortgage on your property - the same requirements that would apply even if you had no solar system. On the other hand, if you do you do not own the system (i.e. you have financed it through a solar lease/PPA), its value cannot be included in the value of your home when it is appraised.
On top of this, there is more red tape if someone wants to secure a mortgage through Fannie Mae on a home with a leased solar energy system. Some of the additional requirements for homeowners who finance their solar panels with solar leases/PPAs include:

G"unther Oettinger believes lack of consistency and cooperation across Europe is the problem, and that more power in Brussels is the solution
European Energy Commissioner G"unther Oettinger called yesterday for decisions on energy markets, security and renewable energy to be taken away from national governments and made in Brussels, as he admitted that Europe did not meet its 2010 renewable energy targets.
"These are strong arguments for giving [the EC] those powers," Oettinger said in a speech to European policymakers. "In the next decade you would give greater value, or decide on a higher value for renewable energy in the [EU] energy mix."
His call was supported by the President of the European Parliament, Martin Schulz, who said that European security and autonomy could only be achieved through more integration.
Under Article 194 of the Lisbon Treaty, individual EU member states have authority over their choice, use and structuring of energy resources.
In many countries this authority is jealously guarded because it is seen in terms of national security or as being politically useful during elections.
Several of them have still not transposed, or have only partly transposed, the the European Unions third energy package, intended to harmonise European markets into national. Furthermore, the energy mix of every state is qualitatively different.
Mr. Schulz acknowledged, however, that in the short term there would be no changes to Article 194. "The [energy] choice is made by member states and they are right to choose and we cannot get rid of that. But the right to choose your energy mix is a problem and we're going to have to talk about it a lot," he said.
RENEWABLE ENERGY TARGETS MISSED
Part of the reasoning behind the call is concern that the "20% by 2020" renewable energy policy goals will not be met.
Member states have just submitted their first reports to the European Commission outlining their progress towards meeting the targets, and most, including the U.K., missed them for 2010, as did the EU as a whole.
Only Denmark, Germany, Hungary, Ireland, Lithuania, Poland and Portugal expect to achieve their 2010 targets for renewable energy in electricity generation; and, only Austria, Finland, Germany, Malta, Netherlands, Poland, Romania, Spain and Sweden expect to achieve their targets for renewable energy in transport.
The European Commission said yesterday that it believes 2020 targets will only be achieved if member states fully implement their national renewable energy plans and more finance is available, which is not happening fast enough.
Oettinger believes lack of consistency and cooperation across Europe is the problem, and that more power in Brussels is the solution.
But Commissioner Oettinger's ambition doesn't stop there.
He also said yesterday that he wants to open talks on energy with Turkey in the current accession talks, and to enlarge Europe's energy community to take in countries around its borders including Ukraine, Moldova, Georgia, Norway, Switzerland, Albania, Serbia, Montenegro and the Maghreb.
"Energy does not stop at the borders of the EU," he stated.
GREATER COOPERATION
Oettinger explained in his speech that he wants to see improved cooperation between member states and better integration of renewable energy into the single European market.
"We have to invest much more in renewable energy and we need smart, cost-effective financing. If Member States work together and produce renewable energy where it costs less, companies and consumers and the tax payer will benefit from this," he said.
To meet the renewable energy target, a doubling of annual capital investments in renewable energy is required throughout the continent, from EUR35bn per year to EUR70bn; this amounts to over one trillion euros between today and 2020.
Oettinger's Department says this will require "a substantial use of national support schemes", which "ought to be as cost-effective as possible".
A study released yesterday by the Department shows that, while different financial instruments are used in all Member States to develop renewable energy (grants, loans, feed in tariffs, certificate regimes etc.), "their management needs to be improved".
In an apparent jibe at the UK's recent policy about-turns it says: 'Retroactive changes to support schemes in particular must be avoided given the negative effect such changes have on investor confidence".
Once again it reiterates that investors need "greater coherence, clarity and certainty".
There are already three existing mechanisms which favour cooperation on energy between states:
* "Statistical transfers" whereby one Member State with a surplus of renewable energy can "sell" it statistically to another Member State, whose renewable energy sources may be more expensive
* "Joint projects" whereby a new renewable energy project in one Member State can be co-financed by another Member State and the production shared statistically between the two
* "Joint support schemes" whereby two or more Member States agree to harmonise all or part of their support schemes.
The Commission says it will assess in 2014 the effective functioning of the cooperation mechanisms.
UK PROGRESS
The UK has so far not taken advantage of these cooperation mechanisms.
Its own Renewable Energy Directive Progress Report, submitted in December, shows that at the end of 2010 (the latest data available) 3.3% of its energy came from renewable sources.
Greg Barker, Minister for Climate Change, said yesterday he believed that this meant the UK is "currently on track to meet our first interim target of 4% over 2011-12".
The report adds: "we know the rate of deployment will need to be further increased to ensure we the meet the interim targets towards the end of the decade".
It is transport which is the particularly difficult area. 83% of the U.K.'s renewable fuel for transport is imported biodiesel, contributing to 3.3% of all the U.K.'s road fuels being renewable. The target is 5% by 2014.
In the latest example of action by individual states towards meeting the Directive's targets, Poland, notorious for its reliance on coal for electricity, announced yesterday that it will adopt a target of 15.5% renewables in its energy mix by 2020.
It said it is to switch support for investment in biomass, old hydropower plants and on-shore wind farms to solar energy, biogas plants, offshore wind generation and small hydropower units.
Deputy Economy Minister Mieczyslaw Kasprzak said he wanted to simplify and improve the support mechanism for renewables.

Obama trying to keep cool during his climate speech at Georgetown University.

In a stringent attack on Republicans, Obama laid out his climate plan to an enthusiastic audience at Georgetown University on Tuesday afternoon and said now was the time to act on climate change: "In the developing world they don't have time for the debate about whether climate change is real, they are too busy dealing with the impacts of climate change' Obama stated that Americans were not safe from the impacts of climate change, even though Hurricane Sandy could not alone be attributed to climate change; it is a contributor to the increase in extreme weather the US is experiencing.
Obama stressed that this should not be a Democratic versus Republican issue, both parties should work together, he went on to highlight that it was actually Republican states that were amongst the leaders in wind power such as Texas, Iowa and Kansas. Texas is also one of the most vulnerable to the impact of climate change as last year's drought proved.
So far there are no legal requirements in the US to cap carbon emissions, but in Obama's new plan which he crucially would bypass the Congress, with he will direct The Environmental Protection Agency (EPA) to work with states to set regulations for new and existing coal power plants. This would happen in the period 2013-2016.
During 2014 The President will in the budget commit to increase funding for clean energy projects by 30% across all agencies, he was proud to highlight his clean energy achievements during his time in office saying: "We doubled the electricity we generated from the wind and the sun, and doubled the miles our cars go by the gallon' It needs to be noted though that this include technologies like nuclear, biofuels and clean coal - which everyone might not associate with clean energy. By 2020 Obama hopes to have doubled today's renewable energy capacity and it should power more than six million homes.
Before the speech The Washington Post reported that coal shares had plunged in anticipation of Obama would move to regulate coal power plants. This has prompted industry and Republicans to claim that Obama is leading a war on the coal industry and is trying to kill it.
But several people have applauded Obama's bold step forward on climate action with green groups in the front seat. The leading environmental organisation in the US, The Sierra Club, said in a statement: "Today, President Obama has shown he is keeping his word to future generations. His inspiring call to action is a testament to the vibrancy of the grassroots climate movement and the work of millions of activists to make tackling climate disruption a key part of the President's legacy.'
The President of the European Union (EU) Jose Manuel Barroso said in a statement: 'I very much welcome President Obama's renewed push to tackle global climate change. The plans set out today are positive steps that will create further momentum for international climate action."And EU's Climate Commissioner Connie Hedegaard: 'I am of course glad to see that the United States is finally moving on climate. After a number of important speeches from President Obama and Secretary Kerry, Europe has been eagerly waiting for the US to set out concrete steps. So this plan is a most welcomed step forward and, if implemented, it can put the US on a path towards a low carbon future.'
Former Vice President Al Gore released following statement: "This was a terrific and historic speech, by far the best address on climate by any president ever. I applaud the new measures announced by President Barack Obama this afternoon to help solve the climate crisis - particularly the decision to limit global warming pollution from existing as well as new power plants.'
In his closing remarks Obama encouraged the young audience to talk about the climate issue saying: "Speak up for the facts, drive out the misinformation'... "Push your own community to adopt smarter practices. Invest, divest and remind folks that there is no contradiction between a sound environment and strong economic growth.' These remarks could be translated as another dig towards those Republicans who deny man-made climate change and insist that we can't have growth and protect the environment at the same time.

AN INCREASING SHIFT TOWARDS RENEWABLES
Nowadays more and more countries are turning to renewable sources of energy. It is nice to see that all over the word there are many initiatives going on and that many countries are achieving excellent results. Let's take a tour around the world to see what is going on and get some green inspiration and hope.
SOLAR AND WIND ENERGY IN INDIA
The Indian government needs to take action to ensure that electricity will be provided to everyone. There is the possibility to use coal as a resource but solar energy seems to be more efficient with solar panel prices decreasing. The current energy production from solar energy is of about 3 gigawatts and installation sites will double by next year.
India has a high solar energy potential, but wind energy is also another important resource that has even greater potential. The amount of energy produced is increasing exponentially over time and it is expected to jump from 25 gigawatts next year to 50 gigawatts in 2020.
SOLAR ENERGY IN FRANCE
France hasn't focused so much on green energy in the past years but it is now committing to long term plans. Although it only produces 5 gigawatts of energy from the sun accounting for only 1% of the total output, companies are willing to increase this share since renewable energy makes much more financial sense than new nuclear centers.
ELECTRICITY FROM RENEWABLES IN GERMANY
In 2014 Germany got most of the electricity from renewables and it aims at reducing even more its carbon emissions. In some cases the gains from energy were higher than the costs of producing and this is the final goal in order for this approach to be sustainable. If Furthermore, Germany is spending much less than any advanced country using other energy sources.
RENEWABLE PLANS IN SOUTH AFRICA
South Africa already operates a solar plant and is planning to create a thermal plant that will be the biggest project ever realized in Africa. The country currently relies on coal, but future stages include a shift to hydroelectric power imported from Congo and the use of renewables at a larger scale.
SOLAR PLANTS IN THE USA
Technical advancement that will make energy production from solar energy even cheaper have been developed in San Diego. The new system could make solar plants designed as the ones in South Africa even more efficient and speed up the shift from fossil fuels to renewables.
These news bring good hopes and spur the development of renewables. It is predicted that the shift to renewables will be natural as there will be a realization of a win-win situation where benefits accrue to individuals, communities and the planet and since people will understand that the financial gains of switching to green energy are significant.
"Regional Neighbors Continue To Add Solar Jobs; New Mexico Falling Behind"
New Mexico had 1,600 jobs in the state's solar industry last year, according to a report released Thursday by The Solar Foundation. While the state saw a small loss in jobs, regional competitors like Arizona and Texas saw strong growth in the solar industry and ranked in the top six states for the number of solar jobs. Colorado, which has 4,200 jobs in the state's solar industry, was 11th nationally. The findings and regional growth highlight the jobs potential in New Mexico for a clean-energy transition from PNM's San Juan Generating Station coal-fired power plant.
"New Mexicans invested more than 23 million on residential solar systems last year and millions more on commercial solar systems,"SAID REGINA WHEELER, CEO OF POSITIVE ENERGY SOLAR, WHICH HAS OFFICES IN LAS CRUCES, ALBUQUERQUE AND SANTA FE. "Solar installations create thousands of skilled, local jobs in our state, where the economic and jobs outlook has been challenging. Positive Energy Solar filled 30 new positions in 2014, hiring engineers, project managers and tradespeople as well as marketing, sales and administrative professionals. As a state with an incredible solar resource, we have a real opportunity to create jobs and meet our energy and environmental goals through policies that promote solar."
"New Mexico can and should be a clean-energy leader," SAID SENATOR MIMI STEWART FROM BERNALILLO COUNTY. "Across our region, solar is putting workers back on the job, providing energy choice to consumers, and reducing energy waste for homeowners and small businesses. Rather than putting up barriers to this growing industry, New Mexico should embrace new technologies and innovation that will spur economic development and growth here at home."
A coalition of New Mexico community groups recently called on the New Mexico Public Regulation Commission (PRC) to reject a plan that would extend PNM's commitment to the San Juan Generating Station coal plant, thereby threatening the health and financial security of New Mexico families. The PRC recently concluded hearings on PNM's proposal, which generated strong opposition from New Mexico faith leaders, public health groups, clean-energy advocates, environmental organizations, and more.
Support for continued burning of coal at the San Juan Generating Station has fallen as admissions by the company have revealed serious financial risks for the future of the plant. Earlier this month, the home city of the plant, Farmington, New Mexico, announced it would not acquire an increased stake in the plant due to reliability concerns and the huge costs that would be passed on to the community. Other New Mexico stakeholders have also pulled away from an agreement that would continue PNM's use of coal at the plant, citing the overall uncertainty about San Juan's operations.
"While PNM charges ahead with its plan to double down on dirty and expensive coal, cities and utilities in our region are stepping back and safeguarding communities from the growing risks," SAID NELLIS KENNEDY-HOWARD, SENIOR CAMPAIGN REPRESENTATIVE FOR THE SIERRA CLUB'S BEYOND COAL CAMPAIGN IN NEW MEXICO. "Coal is a bad bet. As the cost of solar continues to plummet, communities across our region are investing in affordable, reliable clean-energy solutions like solar. With thousands of jobs across our region, we too should embrace a future of more jobs and more clean energy rather than a future of more dirty, expensive coal."
